Man Shengan pointed out that in the first half of this year, under the strong leadership of the provincial party committee and provincial government, and with the joint efforts of all cadres and staff, the group effectively overcame a series of difficulties and achieved significant results in various business operations. Revenue, profit, and exports all achieved double-digit growth, presenting a good trend of "operational quality continuously improving, overseas markets fully exerting efforts, innovation momentum accelerating release, and competitive advantages significantly enhanced." Weichai successfully developed the world's first diesel engine with a thermal efficiency exceeding 53.09%, ranking first among the first batch of "Top Ten Technological Innovation Achievements" released by the Provincial State-owned Assets Supervision and Administration Commission.
Man Shengan emphasized that standing at a new historical starting point, it is necessary to maintain strategic determination, enhance systematic thinking, and establish a long-term vision. We must seize every favorable opportunity, utilize all favorable conditions, and respond to all risks and challenges, pushing Shandong Heavy Industry's work to new heights and creating new situations, making new and greater contributions to writing the chapter of Chinese-style modernization in Shandong. We must always focus on "one overall goal": to concentrate on the main business without distraction, to draw a blueprint to the end, to never slacken, to always stand at the forefront, and to always strive for first place. We must firmly shoulder the mission of "leading the way and taking on heavy responsibilities," and strive to build a technology-leading, green development, world-class high-end equipment multinational group. We must firmly build "four hard strengths": to create performance hard strength that leads in quality and efficiency, market hard strength that leads the industry, self-reliant technological hard strength, and collaborative hard strength that advances together. We must continuously enhance "four soft strengths": to improve the group's management control soft strength, team building soft strength, corporate culture soft strength, and brand matrix soft strength.
Man Shengan required that in the second half of the year, we must keep a close eye on the annual goals and tasks without wavering, and promote the continuous improvement of various works. We must seize the market, compete for shares, and expand space, continuously enhancing the differentiated competitiveness of products, services, and business models to ensure a continuous increase in market share; we must stabilize exports, create increments, and build brands, proactively layout, collaborate in going overseas, and be at the forefront, deeply exploring strategic increments in overseas markets; we must focus on innovation, strengthen investment, and improve capability levels, comprehensively benchmarking against world-class enterprises, continuously increasing R&D investment, and striving to build a high-level collaborative innovation system, creating an innovation ecosystem that integrates the upstream and downstream of the industrial chain and the integration of production, education, and research; we must focus on integration, optimize layout, and promote upgrades, further concentrating efforts on the main responsibilities and main businesses, continuously promoting the concentration of various advantageous resources and quality assets of the group towards the high-end equipment manufacturing industry and gathering towards new productive forces; we must focus on reform, address shortcomings, and activate vitality, solidly implementing the deepening and enhancement actions of state-owned enterprise reform, continuously improving the modern corporate governance of state-owned enterprises with Chinese characteristics; we must prevent risks, safeguard the bottom line, and ensure safety, coordinating the promotion of high-quality development and high-level safety, and resolutely safeguarding the "one bottom line."
Man Shengan emphasized that learning, promoting, and implementing the spirit of the 20th National Congress of the Communist Party of China should be regarded as the primary political task in the current and future period.
