On May 23, Xinhua News Agency reported from Jinan that Xi Jinping, General Secretary of the Communist Party of China, President of the State, and Chairman of the Central Military Commission, presided over a symposium with enterprises and experts in Jinan, Shandong Province, on the afternoon of May 23, and delivered an important speech. He emphasized that the 20th National Congress of the Communist Party of China has outlined a grand blueprint for the comprehensive construction of a modern socialist country, establishing the central task of advancing the construction of a strong country and the great rejuvenation of the nation through Chinese-style modernization. To further deepen reforms comprehensively, we must closely focus on the theme of advancing Chinese-style modernization, highlight the key points of reform, firmly grasp the value orientation, emphasize methods and approaches, and add momentum to accomplish the central task and achieve strategic goals.

At the symposium, nine representatives from enterprises and experts spoke in turn, including Liu Mingsheng, Chairman and Party Secretary of the State Power Investment Corporation, Zuo Ding, Chairman and Party Secretary of Shenzhen Innovation Investment Group Co., Ltd., Ding Shizhong, Chairman of Anta Sports Products Group Co., Ltd., Xu Guanju, Chairman of Zhejiang Chuanhua Group Co., Ltd., Xu Daqian, President of Bosch (China) Investment Co., Ltd., Feng Guojing, Chairman of the Feng's Group in Hong Kong, Zhou Qiren, Professor at Peking University's National School of Development, Huang Hanquan, President of the China Academy of Macroeconomic Research, and Zhang Bin, Deputy Director of the Institute of World Economics and Politics at the Chinese Academy of Social Sciences. They proposed opinions and suggestions on deepening power system reform, developing venture capital, using technology to transform and upgrade traditional industries, establishing a sound governance system for private enterprises, optimizing the business environment for foreign-funded enterprises, promoting Hong Kong's better integration into the new development pattern, enhancing the people's sense of gain from reforms, promoting urban-rural integration development, and improving the macroeconomic governance system. During the speeches, Xi Jinping engaged in in-depth exchanges with everyone, and the atmosphere on site was warm and lively.
After listening to everyone's speeches, Xi Jinping delivered an important speech. He stated that the Party Central Committee makes major decisions and formulates important documents after in-depth research and widely listening to opinions from all sides, which is a consistent practice and fine tradition of our Party. Relevant parties should seriously study and absorb the opinions and suggestions put forward by everyone for further comprehensive deepening of reforms.
Xi Jinping pointed out that reform is the driving force for development. To further deepen reforms comprehensively, we must anchor the overall goal of improving and developing the socialist system with Chinese characteristics and advancing the modernization of the national governance system and governance capacity, closely focus on promoting Chinese-style modernization, adhere to a combination of goal orientation and problem orientation, tackle problems head-on, and resolutely eliminate the ideological concepts and institutional mechanisms that hinder the advancement of Chinese-style modernization, striving to break through deep-seated institutional barriers and structural contradictions, continuously injecting strong momentum into Chinese-style modernization and providing strong institutional guarantees.
Xi Jinping emphasized that to further deepen reforms comprehensively, we must grasp the main contradictions and the main aspects of contradictions. We must adhere to and develop our basic economic system, build a high-level socialist market economic system, improve the macroeconomic governance system, and promote high-quality development systems and mechanisms, improve systems and mechanisms that support comprehensive innovation and urban-rural integration development, further liberate and develop social productive forces, enhance social vitality, and promote better adaptation between production relations and productive forces, and between the superstructure and economic foundation. Promoting economic system reform should start from practical needs, focusing on the most urgent matters, deepening theoretical innovation and advancing institutional innovation in solving practical problems. Reforms in other areas should also focus on overall and strategic issues to plan reform measures and achieve a clear direction.
Xi Jinping pointed out that the people's aspiration for a better life is our goal of struggle. Grasping reform and promoting development ultimately aim to enable the people to live better lives. We should plan and promote reforms from the overall, fundamental, and long-term interests of the people, follow the Party's mass line in the new era, and focus on finding the breakthrough points and focal points for reform from the urgent and difficult issues that the people care about, such as employment, income increase, education, medical care, housing, administrative services, childcare, elderly care, and life and property safety. We should introduce more reform measures that address the urgent needs of the people and align with their aspirations, and implement more practical matters that benefit the people's livelihood, warm their hearts, and align with public opinion, so that reforms can provide the people with a greater sense of gain, happiness, and security.
Xi Jinping emphasized that reform involves both breaking and establishing. If the methods are correct, the results will be achieved with half the effort; if the methods are incorrect, the results will require double the effort or even produce negative effects. We must adhere to maintaining integrity while innovating. No matter how reforms are carried out, we must firmly uphold the Party's overall leadership, adhere to Marxism, follow the path of socialism with Chinese characteristics, and maintain the fundamental principles such as the people's democratic dictatorship. At the same time, we must dare to innovate, properly and thoroughly implement necessary reforms, and once we identify the right direction, we must resolutely pursue it. Reforms should pay more attention to systematic integration, plan and promote with a global perspective and systematic thinking, strengthen the coordination and support of various reform measures, promote the alignment of reform measures across various fields and aspects, form a joint force, enhance overall effectiveness, and prevent and overcome the phenomenon of each acting independently and hindering each other. Reforms should focus more on planning and even more on implementation. We must adopt a spirit of determination to ensure the implementation of reforms, being both proactive and solid, clarifying priorities, grasping timing and effectiveness, doing our best within our capacity, and avoiding detachment from reality.
