Communiqué of the Third Plenary Session of the 20th Central Committee of the Communist Party of China

　　The Third Plenary Session of the 20th Central Committee of the Communist Party of China was held in Beijing from July 15 to 18, 2024.

　　There were 199 central committee members and 165 alternate central committee members attending this plenary session. Members of the Standing Committee of the Central Commission for Discipline Inspection and responsible comrades from relevant departments attended the meeting as observers. Some grassroots comrades and experts and scholars who were representatives of the 20th National Congress of the Party also attended the meeting.

　　The plenary session was presided over by the Central Political Bureau. General Secretary Xi Jinping delivered an important speech.

　　The plenary session listened to and discussed the work report made by Xi Jinping on behalf of the Central Political Bureau, and reviewed and approved the "Decision of the Central Committee of the Communist Party of China on Further Deepening Reform and Promoting Chinese-style Modernization." Xi Jinping explained the "Decision (Draft for Discussion)" to the plenary session.

　　The plenary session fully affirmed the work of the Central Political Bureau since the Second Plenary Session of the 20th National Congress of the Party. It unanimously believed that, in the face of a severe and complex international environment and the arduous and heavy domestic tasks of reform, development, and stability, the Central Political Bureau earnestly implemented the spirit of the 20th National Congress of the Party and the First and Second Plenary Sessions of the 20th Central Committee, comprehensively and accurately implemented the new development concept, adhered to the general tone of seeking progress while maintaining stability, coordinated the promotion of the "five-in-one" overall layout, and the "four comprehensives" strategic layout, coordinated the two overall situations of domestic and international, coordinated development and security, focused on promoting high-quality development, further promoted and planned comprehensive deepening of reform, solidly advanced the construction of socialist democracy and the rule of law, continuously strengthened propaganda, ideological and cultural work, effectively ensured people's livelihood and ecological environment protection, resolutely maintained national security and social stability, vigorously promoted national defense and military construction, continued to advance work related to Hong Kong and Macao and Taiwan, and deeply promoted major-country diplomacy with Chinese characteristics, consistently advanced comprehensive and strict governance of the Party, achieved economic recovery and improvement, and made solid steps towards building a modern socialist country.

　　The plenary session highly evaluated the successful practices and great achievements of comprehensive deepening reform since the new era, studied issues related to further comprehensively deepening reform and promoting Chinese-style modernization, and believed that the current and forthcoming period is a critical period for comprehensively advancing the construction of a strong country and the great rejuvenation of the nation through Chinese-style modernization. Chinese-style modernization is continuously advanced in the process of reform and opening up, and it will also open up broad prospects in the process of reform and opening up. In the face of the complex international and domestic situations, the new round of technological revolution and industrial transformation, and the new expectations of the people, we must consciously place reform in a more prominent position and closely focus on further comprehensively deepening reform to promote Chinese-style modernization.

　　The plenary session emphasized that to further comprehensively deepen reform, we must adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of the "Three Represents," the Scientific Outlook on Development, and fully implement Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, deeply study and implement a series of new ideas, new viewpoints, and new conclusions by General Secretary Xi Jinping on comprehensively deepening reform, comprehensively and accurately implement the new development concept, adhere to the general tone of seeking progress while maintaining stability, adhere to emancipating the mind, seeking truth from facts, keeping pace with the times, and being pragmatic, further liberate and develop social productive forces, stimulate and enhance social vitality, coordinate the two overall situations of domestic and international, coordinate the promotion of the "five-in-one" overall layout, and the "four comprehensives" strategic layout, take economic system reform as the traction, and take promoting social fairness and justice and enhancing people's well-being as the starting point and foothold, pay more attention to systematic integration, highlight key points, and focus on the effectiveness of reform, promote better adaptation between production relations and productive forces, superstructure and economic foundation, national governance and social development, and provide strong motivation and institutional guarantee for Chinese-style modernization.

　　The plenary session pointed out that the overall goal of further comprehensively deepening reform is to continue to improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capacity. By 2035, a high-level socialist market economic system will be fully established, the socialist system with Chinese characteristics will be further improved, the modernization of the national governance system and governance capacity will be basically achieved, and socialist modernization will be basically realized, laying a solid foundation for the comprehensive establishment of a modern socialist strong country by the middle of this century. We must focus on building a high-level socialist market economic system, focus on developing whole-process people's democracy, focus on building a strong socialist cultural country, focus on improving people's quality of life, focus on building a beautiful China, focus on building a safer China at a higher level, focus on improving the Party's leadership level and long-term ruling capacity, and continue to push reform forward. By 2029, the 80th anniversary of the founding of the People's Republic of China, the reform tasks proposed in this decision should be completed.

　　The plenary session emphasized that further comprehensively deepening reform should summarize and apply the valuable experiences of reform and opening up, especially the comprehensive deepening of reform in the new era, and adhere to principles such as upholding the Party's overall leadership, putting people at the center, adhering to integrity and innovation, taking institutional construction as the main line, adhering to the rule of law, and maintaining a systematic perspective.

　　The plenary session made systematic arrangements for further comprehensively deepening reform, emphasizing the construction of a high-level socialist market economic system, improving the system and mechanism for promoting high-quality economic development, constructing a system and mechanism that supports comprehensive innovation, improving the macroeconomic governance system, perfecting the system and mechanism for urban-rural integrated development, improving the system and mechanism for high-level opening up, establishing a system for whole-process people's democracy, improving the socialist rule of law system with Chinese characteristics, deepening cultural system and mechanism reform, improving the system for guaranteeing and improving people's livelihood, deepening ecological civilization system reform, promoting the modernization of the national security system and capabilities, and continuously deepening national defense and military reform, enhancing the Party's leadership level in further comprehensively deepening reform and promoting Chinese-style modernization.

　　The plenary session proposed that a high-level socialist market economic system is an important guarantee for Chinese-style modernization. We must better leverage the role of market mechanisms, create a fairer and more vibrant market environment, achieve optimal resource allocation efficiency and maximum effectiveness, both "allowing flexibility" and "maintaining control," better maintain market order, compensate for market failures, smooth the circulation of the national economy, and stimulate the endogenous motivation and innovative vitality of the whole society. We must unswervingly consolidate and develop the public ownership economy, unswervingly encourage, support, and guide the development of the non-public ownership economy, ensure that various ownership economies can legally and equally use production factors, participate in market competition fairly, and receive equal legal protection, and promote the complementary advantages and common development of various ownership economies. We must build a unified national market and improve the basic system of the market economy.

　　The plenary session proposed that high-quality development is the primary task of comprehensively building a modern socialist country. We must lead reform with the new development concept, base ourselves on the new development stage, deepen supply-side structural reform, improve the incentive and constraint mechanism for promoting high-quality development, and shape new development momentum and new advantages. We must improve the system and mechanism for developing new quality productive forces suited to local conditions, improve the system for promoting the deep integration of the real economy and the digital economy, improve the system and mechanism for developing the service industry, improve the system and mechanism for modern infrastructure construction, and improve the system for enhancing the resilience and safety level of the industrial and supply chains.

　　The plenary session proposed that education, science and technology, and talent are the foundational and strategic support for Chinese-style modernization. We must deeply implement the strategy of invigorating the country through science and education, the strategy of strengthening the country through talent, and the strategy of innovation-driven development, and promote the integrated reform of the education, science and technology, and talent systems and mechanisms, improve the new type of national system, and enhance the overall effectiveness of the national innovation system. We must deepen comprehensive education reform, deepen science and technology system reform, and deepen talent development system and mechanism reform.

　　The plenary session proposed that scientific macro-control and effective government governance are inherent requirements for leveraging the advantages of the socialist market economic system. We must improve the macro-control system, coordinate the promotion of reforms in key areas such as finance and taxation, and enhance the consistency of macro policy orientation. We must improve the national strategic planning system and policy coordination mechanism, deepen financial and taxation system reform, and improve the implementation mechanism for the regional coordinated development strategy.

　　The plenary session proposed that the integrated development of urban and rural areas is an inevitable requirement of Chinese-style modernization. 　　The plenary session proposed that openness is a distinctive feature of Chinese-style modernization. We must adhere to the basic national policy of opening up, promote reform through openness, leverage our advantages of a super-large-scale market, enhance our openness capabilities in expanding international cooperation, and build a new system of a higher-level open economy. We should steadily expand institutional openness, deepen foreign trade system reform, deepen the reform of foreign investment and outbound investment management systems, optimize the layout of regional openness, and improve the mechanism for promoting high-quality joint construction of the "Belt and Road".

　　The plenary session proposed that developing whole-process people's democracy is an essential requirement of Chinese-style modernization. We must unswervingly follow the path of political development with Chinese characteristics, adhere to and improve our fundamental political system, basic political system, and important political system, enrich democratic forms at all levels, and concretely and realistically embody the people's mastery in all aspects of national political life and social life. We should strengthen the institutional construction of people's mastery, improve the consultative democracy mechanism, enhance grassroots democratic systems, and improve the overall pattern of united front work.

　　The plenary session proposed that the rule of law is an important guarantee of Chinese-style modernization. We must fully implement the Constitution, uphold the authority of the Constitution, coordinate the reform of legislation, law enforcement, judicial, and law-abiding processes, improve the mechanism for ensuring equality before the law, promote the spirit of socialist rule of law, maintain social fairness and justice, and comprehensively advance the rule of law in all aspects of national work. We must enhance cultural confidence, develop advanced socialist culture, promote revolutionary culture, inherit excellent traditional Chinese culture, accelerate adaptation to the rapid development of information technology, cultivate a large-scale team of outstanding cultural talents, and stimulate the cultural innovation and creativity of the entire nation. We should improve the responsibility system for ideological work, optimize the supply mechanism for cultural services and products, enhance the comprehensive governance system of the internet, and build a more effective international communication system.

　　The plenary session proposed that ensuring and improving people's livelihoods in development is a major task of Chinese-style modernization. We must adhere to doing our best within our capacity, improve the basic public service system, strengthen inclusive, foundational, and safety net livelihood construction, effectively address the most concerned, direct, and practical interests of the people, and continuously meet the people's aspirations for a better life. We should improve the income distribution system, enhance employment-first policies, improve the social security system, deepen the reform of the medical and health system, and establish a support and service system for population development.

　　The plenary session proposed that Chinese-style modernization is a modernization that achieves harmonious coexistence between humans and nature. We must improve the ecological civilization system, coordinate efforts to reduce carbon emissions, reduce pollution, expand greenery, and promote growth, actively respond to climate change, and accelerate the improvement and implementation of the system and mechanism that green mountains and clear waters are as valuable as mountains of gold and silver. We should improve the basic system of ecological civilization, enhance the ecological environment governance system, and establish a green and low-carbon development mechanism.

　　The plenary session proposed that national security is an important foundation for the stable and far-reaching development of Chinese-style modernization. We must fully implement the overall national security concept, improve the system and mechanism for maintaining national security, achieve a virtuous interaction between high-quality development and high-level security, and effectively ensure long-term stability of the country. We should improve the national security system, enhance the public safety governance mechanism, strengthen the social governance system, and improve the foreign-related national security mechanism.

　　The plenary session proposed that the modernization of national defense and the military is an important component of Chinese-style modernization. We must uphold the absolute leadership of the Party over the people's army, deeply implement the strategy of strengthening the military through reform, and provide strong guarantees for achieving the goal of building a strong army by the centenary of the army's founding and basically realizing the modernization of national defense and the military. We should improve the leadership and management system of the people's army, deepen the reform of the joint combat system, and deepen the reform of cross-military and local areas.

　　The plenary session emphasized that the Party's leadership is the fundamental guarantee for further comprehensively deepening reform and promoting Chinese-style modernization. We must deeply understand the decisive significance of the "two establishments," enhance the "four consciousnesses," strengthen the "four confidences," and achieve the "two safeguards," maintain a high degree of self-awareness in leading social revolution with the Party's self-revolution, adhere to managing the Party with the spirit of reform and strict standards, improve the system and normative framework for the Party's self-revolution, continuously promote the Party's self-purification, self-improvement, self-renewal, and self-enhancement, and ensure that the Party always becomes the strong leadership core of the cause of socialism with Chinese characteristics. We should adhere to the centralized and unified leadership of the Party Central Committee in further comprehensively deepening reform, deepen the reform of the Party's construction system, promote the construction of a clean and honest Party style and the fight against corruption, and implement reforms with a spirit of perseverance.

　　The plenary session emphasized that Chinese-style modernization is a modernization that follows the path of peaceful development. We must firmly pursue an independent and peaceful foreign policy, promote the building of a community with a shared future for mankind, practice the common values of humanity, implement global development initiatives, global security initiatives, and global civilization initiatives, advocate for an equal and orderly multipolar world and inclusive economic globalization, deepen the reform of foreign affairs work mechanisms, participate in and lead the reform and construction of the global governance system, and firmly safeguard national sovereignty, security, and development interests.

　　The plenary session pointed out that studying and implementing the spirit of the plenary session is a major political task for the entire Party and the country at present and in the future. We must deeply study and comprehend the spirit of the plenary session, profoundly understand and grasp the theme, major principles, significant measures, and fundamental guarantees for further comprehensively deepening reform. The entire Party must work together to implement the "Decision" and transform the strategic deployment of further comprehensively deepening reform into a powerful force for promoting Chinese-style modernization.

　　The plenary session analyzed the current situation and tasks, emphasizing the need to unswervingly achieve the economic and social development goals for the year. We should implement the macro policies according to the decisions and deployments of the Party Central Committee regarding economic work, actively expand domestic demand, develop new quality productive forces according to local conditions, accelerate the cultivation of new momentum for foreign trade, solidly promote green and low-carbon development, effectively ensure and improve people's livelihoods, and consolidate and expand the achievements of poverty alleviation. We should summarize and evaluate the implementation of the "14th Five-Year Plan" and effectively carry out the preliminary planning work for the "15th Five-Year Plan."

　　The plenary session pointed out that we should coordinate development and security, implement measures to prevent and resolve risks in key areas such as real estate, local government debt, and small financial institutions, strictly implement safety production responsibilities, improve monitoring and prevention measures for natural disasters, especially floods, weave a dense social safety risk prevention and control network, and effectively maintain social stability. We should strengthen public opinion guidance, effectively prevent and resolve ideological risks, effectively respond to external risks and challenges, lead global governance, and actively shape a favorable external environment.

　　The plenary session emphasized that we should combine the study, publicity, and implementation of the spirit of the plenary session with strengthening the Party's innovative theoretical armament, improving the Marxist level of the entire Party and the capacity for modernization construction. We should improve the comprehensive and strict governance system of the Party, effectively improve work styles, overcome the stubborn problems of formalism and bureaucratism, continuously reduce the burden on grassroots, deeply promote the construction of a clean and honest Party style and the fight against corruption, and solidly carry out inspection work. We should consolidate and expand the achievements of thematic education, deepen the study and education of Party discipline, maintain the Party's unity and solidarity, and continuously enhance the Party's creativity, cohesion, and combat effectiveness.

　　According to the provisions of the Party Constitution, the plenary session decided to supplement alternate members of the Central Committee Ding Xiangqun, Yu Lijun, and Yu Jihong as members of the Central Committee.

　　The plenary session decided to accept Comrade Qin Gang's resignation application and relieve Comrade Qin Gang of his duties as a member of the Central Committee.

　　The plenary session reviewed and approved the Central Military Commission of the Communist Party of China’s investigation report on the serious disciplinary and legal violations of Li Shangfu, Li Yuchao, and Sun Jinming, confirming the previous decision made by the Central Political Bureau to expel Li Shangfu, Li Yuchao, and Sun Jinming from the Party.

　　The plenary session called on the entire Party, the armed forces, and people of all ethnic groups across the country to unite more closely around the Party Central Committee with Comrade Xi Jinping at its core, to hold high the banner of reform and opening up, to gather strength and strive for progress, and to work hard to fully build a modern socialist country, achieve the second centenary goal, and comprehensively promote the great rejuvenation of the Chinese nation through Chinese-style modernization!
