In order to implement the strategic deployment made by the 20th National Congress of the Party, the Third Plenary Session of the 20th Central Committee studied the issues of further comprehensively deepening reform and promoting Chinese-style modernization, and made the following decisions.
I. The Major Significance and Overall Requirements of Further Comprehensively Deepening Reform and Promoting Chinese-style Modernization
(1) The Importance and Necessity of Further Comprehensively Deepening Reform. Reform and opening up is an important magic weapon for the Party and the people's cause to catch up with the times. The Third Plenary Session of the 11th Central Committee of the Party was epoch-making, opening a new era of reform, opening up, and socialist modernization. The Third Plenary Session of the 18th Central Committee of the Party was also epoch-making, opening a new journey of comprehensively deepening reform and systematically promoting reform, creating a new situation for our country's reform and opening up.
The Central Committee of the Party with Comrade Xi Jinping at its core unites and leads the entire Party, the armed forces, and the people of all ethnic groups in the country, breaking through the constraints of ideological concepts, overcoming the barriers of vested interests, daring to advance into deep waters, tackle tough problems, and navigate dangerous waters with great historical initiative, political courage, and a strong sense of responsibility. It resolutely eliminates the shortcomings of various systems and mechanisms, achieving a transformation of reform from partial exploration and breaking the ice to systematic integration and comprehensive deepening. The basic framework of fundamental systems in various fields has been established, and many fields have achieved historic changes, systematic reshaping, and overall reconstruction. The overall reform tasks determined by the Third Plenary Session of the 18th Central Committee of the Party have been completed, achieving the goal of having more mature and well-defined systems by the centenary of the Party's founding, providing strong institutional guarantees for building a moderately prosperous society in all respects and achieving the Party's first centenary goal, and promoting our country to embark on a new journey of comprehensively building a socialist modern country.
The current and forthcoming period is a critical time for comprehensively promoting the construction of a strong country and the great rejuvenation of the nation through Chinese-style modernization. Chinese-style modernization is continuously advanced in the process of reform and opening up, and it will also open up broad prospects in the process of reform and opening up. In the face of the complex international and domestic situations, the new round of technological revolution and industrial transformation, and the new expectations of the people, we must continue to push forward with reform. This is an inevitable requirement for adhering to and improving the socialist system with Chinese characteristics, promoting the modernization of the national governance system and governance capacity, implementing the new development concept, better adapting to the changes in the principal contradictions in our society, adhering to a people-centered approach, ensuring that the achievements of modernization benefit all people more fairly, responding to major risks and challenges, promoting the steady and far-reaching development of the Party and the country's cause, building a community with a shared future for mankind, and winning strategic initiative in the accelerated evolution of a century-old change. It is also an inevitable requirement for deeply promoting the new great project of Party building in the new era and building a stronger and more powerful Marxist political party. Reform and opening up are always in progress, with no completion. The entire Party must consciously place reform in a more prominent position, closely focus on promoting Chinese-style modernization and further comprehensively deepening reform.
(2) The Guiding Ideology for Further Comprehensively Deepening Reform. Adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of "Three Represents," and the Scientific Outlook on Development, fully implement Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, deeply study and implement General Secretary Xi Jinping's series of new thoughts, new viewpoints, and new conclusions on comprehensively deepening reform, fully and accurately implement the new development concept, adhere to the general tone of seeking progress while maintaining stability, liberate thoughts, seek truth from facts, keep pace with the times, and be pragmatic. Further liberate and develop social productive forces, stimulate and enhance social vitality, coordinate the two overall situations of domestic and international, promote the overall layout of "five-in-one," and coordinate the advancement of the "four comprehensives" strategic layout. With economic system reform as the traction, and promoting social fairness and justice, enhancing people's well-being as the starting point and foothold, pay more attention to systematic integration, focus on key points, and emphasize the effectiveness of reform, promoting better adaptation between production relations and productive forces, superstructure and economic foundation, national governance and social development, providing strong momentum and institutional guarantees for Chinese-style modernization.
(3) The Overall Goal of Further Comprehensively Deepening Reform. Continue to improve and develop the socialist system with Chinese characteristics, and promote the modernization of the national governance system and governance capacity. By 2035, a high-level socialist market economic system will be fully established, the socialist system with Chinese characteristics will be further improved, the modernization of the national governance system and governance capacity will be basically achieved, and socialist modernization will be basically realized, laying a solid foundation for fully building a socialist modern country by the middle of this century.
——Focusing on building a high-level socialist market economic system, fully exerting the decisive role of the market in resource allocation, better playing the role of the government, adhering to and improving the basic socialist economic system, promoting high-level technological self-reliance and self-improvement, advancing high-level opening up, building a modern economic system, accelerating the construction of a new development pattern, and promoting high-quality development.
——Focusing on developing whole-process people's democracy, adhering to the organic unity of Party leadership, the people as masters of the country, and governing the country according to law, promoting a more sound system of people's mastery, extensive and multi-layered institutional development of consultative democracy, and further improving the socialist rule of law system with Chinese characteristics, achieving a higher level of building a socialist rule of law country.
——Focusing on building a strong socialist cultural country, adhering to the fundamental system of Marxism's guiding position in the ideological field, improving the development system and mechanism of cultural undertakings and cultural industries, promoting cultural prosperity, enriching the people's Cultural Life, and enhancing the country's cultural soft power and the influence of Chinese culture.
——Focusing on improving the quality of people's lives, improving the income distribution and employment systems, enhancing the social security system, increasing the balance and accessibility of basic public services, promoting the comprehensive development of people, and achieving more significant substantive progress in common prosperity for all people.
——Focusing on building a beautiful China, accelerating the comprehensive green transformation of economic and social development, improving the ecological environment governance system, promoting ecological priority, conservation and intensive, green and low-carbon development, and promoting harmonious coexistence between man and nature.
——Focusing on building a higher level of a safe China, improving the national security system, strengthening the integrated national strategic system, enhancing the ability to maintain national security, innovating social governance systems, mechanisms, and means, and effectively constructing a new security pattern.
——Focusing on improving the Party's leadership level and long-term ruling capacity, innovating and improving leadership and governance methods, deepening the reform of the Party's construction system, and improving the comprehensive and strict governance of the Party system.
By 2029, the 80th anniversary of the founding of the People's Republic of China, complete the reform tasks proposed in this decision.
(4) The Principles of Further Comprehensively Deepening Reform. Summarize and apply the valuable experiences of reform and opening up, especially the comprehensive deepening of reform in the new era, and implement the following principles: adhere to the Party's overall leadership, firmly maintain the authority and centralized unified leadership of the Central Committee, play the core role of the Party in overall planning and coordinating all parties, integrate the Party's leadership throughout all aspects and processes of reform, ensuring that reform always progresses in the correct political direction; adhere to a people-centered approach, respect the people's main position and pioneering spirit, respond to the people's calls with reform, ensuring that reform is for the people, relies on the people, and the results of reform are shared by the people; adhere to maintaining integrity while innovating, firmly uphold socialism with Chinese characteristics, keep pace with the times, adapt to practical development, highlight problem orientation, and promote theoretical, practical, institutional, cultural, and other innovations at a new starting point; adhere to institutional construction as the main line, strengthen top-level design and overall planning, promote both the establishment and the abolishment, establish the fundamental system, improve basic systems, and innovate important systems; adhere to comprehensively governing the country according to law, deepen reform and promote Chinese-style modernization on the track of the rule of law, ensuring the unity of reform and the rule of law, with major reforms based on legal evidence, and timely elevating the results of reform to legal systems; adhere to a systematic perspective, properly handle major relationships such as economy and society, government and market, efficiency and fairness, vitality and order, development and security, enhancing the systemic, holistic, and coordinated nature of reform.
II. Build a High-level Socialist Market Economic System
A high-level socialist market economy system is an important guarantee for Chinese-style modernization. It is necessary to better leverage the role of market mechanisms, create a fairer and more vibrant market environment, achieve optimal resource allocation efficiency and maximum effectiveness, both "allowing flexibility" and "maintaining control," better maintain market order, remedy market failures, smooth the circulation of the national economy, and stimulate the endogenous motivation and innovative vitality of the whole society.
(5) Adhere to and implement the "two unwavering commitments." Unwaveringly consolidate and develop the public ownership economy, and unwaveringly encourage, support, and guide the development of the non-public ownership economy, ensuring that various ownership economies can equally use production factors, participate in market competition fairly, and receive equal legal protection, promoting complementary advantages and common development of various ownership economies.
Deepen the reform of state-owned assets and state-owned enterprises, improve the management and supervision system and mechanism, enhance strategic coordination among relevant management departments, promote the optimization of the layout and structural adjustment of the state-owned economy, and strengthen and enhance the core functions and core competitiveness of state-owned capital and state-owned enterprises. Further clarify the functional positioning of different types of state-owned enterprises, improve the management of main responsibilities and main businesses, and specify the key investment areas and directions for state-owned capital. Promote the concentration of state-owned capital in important industries and key areas related to national security and the lifeblood of the national economy, as well as in public services, emergency capabilities, and public welfare sectors related to the national economy and people's livelihood, and in forward-looking strategic emerging industries. Improve the institutional arrangements for promoting original innovation in state-owned enterprises. Deepen the reform of state-owned capital investment and operation companies. Establish an evaluation system for state-owned enterprises to fulfill their strategic missions, improve the classification assessment and evaluation system for state-owned enterprises, and carry out the accounting of the added value of the state-owned economy. Promote the independent operation of natural monopoly links and the market-oriented reform of competitive links in industries such as energy, railways, telecommunications, water conservancy, and public utilities, and improve the regulatory system and mechanism.
Adhere to the policy of creating a good environment and providing more opportunities for the development of the non-public ownership economy. Formulate a law to promote the private economy. Deepen the removal of market access barriers, promote fair opening of competitive fields in infrastructure to operating entities, and improve the long-term mechanism for private enterprises to participate in national major project construction. Support capable private enterprises to take the lead in undertaking major national technological research tasks, and further open national major scientific research infrastructure to private enterprises. Improve the financing support policy system for private enterprises, and solve the problems of difficult and expensive financing. Improve the long-term regulatory and legal system for enterprise-related fees and the repayment of overdue corporate debts. Accelerate the establishment of a comprehensive evaluation system for the credit status of private enterprises, and improve the credit enhancement system for small and medium-sized private enterprises. Support and guide private enterprises to improve their governance structure and management system, strengthen corporate compliance construction and integrity risk prevention and control. Strengthen supervision during and after events, and standardize administrative inspections related to private enterprises.
Improve the modern enterprise system with Chinese characteristics, promote the spirit of entrepreneurship, support and guide various enterprises to improve the efficiency of resource factor utilization and management levels, fulfill social responsibilities, and accelerate the construction of more world-class enterprises.
(6) Build a unified national market. Promote the unification of basic institutional rules for the market, fair and unified market supervision, and high-standard connectivity of market facilities. Strengthen the rigid constraints of fair competition review, enhance anti-monopoly and anti-unfair competition efforts, and clean up and abolish various regulations and practices that hinder the unified national market and fair competition. Standardize local regulations and systems for attracting investment, and strictly prohibit illegal and irregular policy preferential behaviors. Establish and improve a unified, standardized, and information-sharing public resource trading platform system for bidding, government, public institutions, and state-owned enterprise procurement, achieving full-process open management of projects. Enhance the comprehensive regulatory capacity and level of the market. Improve the national standard system and deepen the reform of local standard management systems.
Improve the system and rules of the factor market, promote the smooth flow of production factors, efficient allocation of various resources, and full release of market potential. Build a unified construction land market for urban and rural areas. Improve the basic system for promoting the standardized development of capital markets. Cultivate a national integrated technology and data market. Improve the factor price mechanism mainly determined by market supply and demand relationships, and prevent improper government intervention in price formation. Improve the mechanism for evaluating contributions of production factors such as labor, capital, land, knowledge, technology, management, and data by the market, and determining remuneration based on contributions. Promote price reforms in areas such as water, energy, and transportation, optimize the tiered pricing system for residential water, electricity, and gas, and improve the pricing mechanism for refined oil.
Improve the circulation system, accelerate the development of the Internet of Things, improve the integrated and connected circulation rules and standards, and reduce logistics costs for the whole society. Deepen the reform of the energy management system, build a unified national electricity market, and optimize the operation and scheduling mechanism of oil and gas pipelines.
Accelerate the cultivation of a complete domestic demand system, establish a long-term mechanism for government investment to support the construction of foundational, public welfare, and long-term major projects, improve the system and mechanism for effective government investment to drive social investment, deepen the reform of the investment approval system, and improve the mechanisms to stimulate the investment vitality of social capital and promote the landing of investments, forming a market-led effective investment endogenous growth mechanism. Improve the long-term mechanism for expanding consumption, reduce restrictive measures, reasonably increase public consumption, and actively promote the emerging economy.
(7) Improve the basic system of the market economy. Improve the property rights system, legally protect the property rights of various ownership economies equally and permanently, and establish an efficient comprehensive management system for intellectual property rights. Improve the market information disclosure system, and establish a commercial secret protection system. Implement the same responsibility, same crime, and same punishment for acts that infringe on the property rights and legitimate interests of various ownership economies, and improve the punitive compensation system. Strengthen the judicial protection of property rights enforcement, prevent and correct the use of administrative and criminal means to intervene in economic disputes, and improve the mechanism for legally identifying and correcting wrongful cases involving enterprises.
Improve the market access system, optimize the market access environment for new business formats and new fields. Deepen the reform of the registered capital subscription registration system, and implement legal and timely subscriptions. Improve the enterprise bankruptcy mechanism, explore the establishment of a personal bankruptcy system, promote the supporting reforms for enterprise cancellation, and improve the enterprise exit system. Improve the social credit system and regulatory system.
III. Improve the system and mechanism for promoting high-quality economic development.
High-quality development is the primary task of comprehensively building a modern socialist country. It is necessary to lead reforms with a new development concept, base on a new development stage, deepen supply-side structural reforms, improve the incentive and constraint mechanisms for promoting high-quality development, and shape new development momentum and advantages.
(8) Improve the system and mechanism for developing new quality productive forces according to local conditions. Promote revolutionary breakthroughs in technology, innovative allocation of production factors, and deep transformation and upgrading of industries, promote the optimal combination and upgrading of laborers, labor materials, and labor objects, give birth to new industries, new models, and new momentum, and develop productive forces characterized by high technology, high efficiency, and high quality. Strengthen the innovation of key common technologies, frontier-leading technologies, modern engineering technologies, and disruptive technologies, strengthen the institutional supply for new fields and new tracks, establish a mechanism for increasing investment in future industries, improve policies and governance systems for the development of strategic industries such as the new generation of information technology, artificial intelligence, aerospace, new energy, new materials, high-end equipment, biomedicine, and quantum technology, and guide the healthy and orderly development of emerging industries. Use national standards to enhance and lead the optimization and upgrading of traditional industries, and support enterprises in transforming and upgrading traditional industries using digital intelligence technology and green technology. Strengthen institutional constraints on environmental protection and safety.
Improve relevant rules and policies, accelerate the formation of production relations that are more compatible with new quality productive forces, promote the aggregation of various advanced production factors towards the development of new quality productive forces, and significantly improve total factor productivity. Encourage and standardize the development of angel investment, venture capital, and private equity investment, better leverage the role of government investment funds, and develop patient capital.
(9) Improve the system for promoting the deep integration of the real economy and the digital economy. Accelerate the advancement of new industrialization, cultivate and expand advanced manufacturing clusters, and promote the high-end, intelligent, and green development of the manufacturing industry. Build a number of common technology platforms for industries, accelerate the transformation of industrial models and enterprise organizational forms, and improve the system and mechanism for enhancing the leading position of advantageous industries. Optimize the operation and regulatory mechanisms of major industrial funds to ensure that funding aligns with national strategic requirements. Establish a mechanism to maintain a reasonable proportion of investment in manufacturing, and reasonably reduce the overall costs and tax burdens of the manufacturing industry.
Accelerate the construction of a system and mechanism to promote the development of the digital economy, and improve the policy system to promote the digital industrialization and industrial digitization. Accelerate the comprehensive and full-chain application of the new generation of information technology, develop the industrial internet, and create internationally competitive digital industry clusters. Promote the innovative development of the platform economy and improve the regular supervision system of the platform economy. Build and operate national data infrastructure to promote data sharing. Accelerate the establishment of systems for data property rights identification, market transactions, rights distribution, and interest protection, enhance data security governance and supervision capabilities, and establish an efficient, convenient, and secure mechanism for cross-border data flow.
(10) Improve the system and mechanism for the development of the service industry. Improve the policy system supporting the development of the service industry, optimize service industry accounting, and promote the standardization of the service industry. Focus on key links and sub-sectors to promote the high-quality development of productive services, develop industrial internet platforms, eliminate administrative barriers to cross-regional operations, and promote the integrated development of productive services. Improve the mechanism for the diversified development of life services. Improve the legal and regulatory system for intermediary service agencies, and promote the integrity and legal responsibility of intermediary service agencies.
(11) Improve the system and mechanism for modern infrastructure construction. Build a new infrastructure planning and standard system, improve the integration and utilization mechanism of new infrastructure, promote the digital transformation of traditional infrastructure, broaden diversified investment and financing channels, and improve the coordination mechanism for major infrastructure construction. Deepen the reform of the comprehensive transportation system, promote railway system reform, develop general aviation and low-altitude economy, and optimize toll road policies. Enhance the underwriting capacity and global service level of shipping insurance, and promote innovation in maritime arbitration system rules. Improve the construction, operation, and management mechanism for major water conservancy projects.
(12) Improve the system for enhancing the resilience and security level of industrial and supply chains. Urgently build a self-controllable industrial and supply chain, improve and strengthen the development system and mechanism for key industrial chains such as integrated circuits, industrial mother machines, medical equipment, instruments, basic software, industrial software, and advanced materials, and promote technological breakthroughs and application across the entire chain. Establish a safety risk assessment and response mechanism for industrial and supply chains. Improve the collaborative mechanism for the orderly transfer of industries within the country, and promote the sharing of benefits between the transferring and receiving areas. Build a national strategic hinterland and backup for key industries. Accelerate the improvement of the national reserve system. Improve the coordination and connection system for the exploration, supply, storage, and sales of strategic mineral resources.
IV. Build a system and mechanism to support comprehensive innovation.
Education, technology, and talent are the fundamental and strategic support for Chinese-style modernization. It is necessary to deeply implement the strategy of invigorating the country through science and education, the strategy of strengthening the country with talent, and the strategy of innovation-driven development, coordinate and promote the integrated reform of the education, technology, and talent system and mechanism, improve the new type of national system, and enhance the overall effectiveness of the national innovation system.
(13) Deepen the comprehensive reform of education. Accelerate the construction of a high-quality education system, coordinate and promote the reform of education methods, school-running models, management systems, and guarantee mechanisms. Improve the mechanism for cultivating virtue and educating people, promote the integrated reform and innovation of ideological and political courses in primary, secondary, and higher education, improve the comprehensive cultivation system of morality, intelligence, physical fitness, aesthetics, and labor, enhance teachers' ability to teach and educate, improve the long-term mechanism for building teacher ethics and style, and deepen the reform of education evaluation. Optimize the layout of higher education, accelerate the construction of world-class universities and advantageous disciplines with Chinese characteristics. Advance the reform of higher education institutions in a classified manner, establish a mechanism for adjusting discipline settings and talent training models driven by technological development and national strategic needs, layout urgently needed disciplines and majors, strengthen the construction of basic disciplines, emerging disciplines, interdisciplinary fields, and the cultivation of top talents, and focus on enhancing innovation capability. Improve the mechanism for technological innovation in higher education institutions and enhance the effectiveness of achievement transformation. Strengthen the synergy between science and technology education and humanities education. Accelerate the construction of a vocational education system that integrates vocational and general education and industry-education integration. Improve the student internship and practice system. Guide and regulate the development of private education. Promote high-level educational openness and encourage high-level foreign universities of science and engineering to cooperate in running schools in China.
Optimize the allocation of regional educational resources and establish a basic public education service supply mechanism that is coordinated with population changes. Improve the mechanism for promoting high-quality and balanced compulsory education, and explore gradually expanding the scope of free education. Improve the guarantee mechanism for preschool education, special education, and specialized education. Promote the digitalization of education, empower the construction of a learning society, and strengthen the guarantee of lifelong education.
(14) Deepen the reform of the scientific and technological system. Adhere to the orientation towards the world's technological frontier, the main battlefield of the economy, major national needs, and the health of people's lives, optimize the organization mechanism for major technological innovation, coordinate and strengthen the tackling of key core technologies, and promote the systematic, institutional, and collaborative development of scientific and technological innovation forces, factor allocation, and talent teams. Strengthen the construction of national strategic scientific and technological forces, improve the national laboratory system, optimize the positioning and layout of national research institutions, high-level research universities, and leading technology enterprises, promote the collaboration between central and local scientific and technological innovation, coordinate the construction of various scientific and technological innovation platforms, encourage and regulate the development of new research and development institutions, leverage the leading role of China's super-large-scale market, strengthen the coordination of innovation resources and the organization of forces, and promote the integrated development of scientific and technological innovation and industrial innovation. Build a monitoring and early warning system for scientific and technological safety risks and response mechanisms, and strengthen the independent guarantee of basic scientific and technological conditions. Improve the management system for scientific and technological associations. Expand international scientific and technological exchange and cooperation, encourage the establishment of international scientific and technological organizations in China, and optimize the management mechanism for external professional exchange and cooperation of universities, research institutes, and scientific and technological associations.
Improve the management of scientific and technological plans, strengthen the forward-looking and leading layout in basic research, interdisciplinary frontier fields, and key areas. Strengthen organized basic research, increase the proportion of scientific and technological expenditure used for basic research, improve the investment mechanism for basic research that combines competitive support and stable support, encourage qualified localities, enterprises, social organizations, and individuals to support basic research, support the diversification of basic research topics, and encourage high-risk and high-value basic research. Deepen the reform of the scientific and technological evaluation system, strengthen the governance of scientific and technological ethics, and seriously rectify academic misconduct.
Strengthen the main position of enterprises in technological innovation, establish a mechanism to cultivate and grow leading technology enterprises, enhance the deep integration of industry, academia, and research led by enterprises, establish a reserve fund system for enterprise research and development, and support enterprises to take the lead or participate in national scientific and technological tackling tasks. Build a mechanism to promote the development and growth of specialized, refined, distinctive, and innovative small and medium-sized enterprises. Encourage technology-based small and medium-sized enterprises to increase research and development investment and raise the proportion of R&D expenses that can be deducted. Encourage and guide universities and research institutes to license scientific and technological achievements to small and micro enterprises on a pay-after-use basis.
Improve the distribution and management mechanism for central financial science and technology funds, and improve the management system for the execution of central financial science and technology plans and specialized institutions. Expand the scope of the "package system" for financial research project funds, granting scientists greater decision-making power over technical routes, greater discretion over funds, and greater resource scheduling power. Establish a non-consensus project selection mechanism based on real-name recommendations from experts. Allow research-oriented public institutions to implement more flexible management systems than general public institutions, and explore the implementation of enterprise management.
Deepen the reform of the mechanism for the transformation of scientific and technological achievements, strengthen the construction of the national technology transfer system, accelerate the layout and construction of a number of concept verification and pilot testing platforms, improve the application policies for the first set, first batch, and first version, and increase government procurement of independently innovative products.
Allow scientific and technological personnel to have greater autonomy in the distribution of benefits from the transformation of scientific and technological achievements, establish a separate management system for the assets of scientific and technological achievements, and deepen the empowerment reform of scientific and technological achievements. Improve the risk dispersion mechanism for major technological tackling, and establish a scientific and technological insurance policy system. Enhance the convenience of foreign investment in equity investment and venture capital in China.
(15) Deepen the reform of the talent development system and mechanism. Implement a more proactive, open, and effective talent policy, improve the mechanism for independent talent cultivation, and accelerate the construction of a national high-level talent hub and a platform for attracting and gathering talent.
