Boxing Ship Technology (Qingdao) Co., Ltd. is conducting an open tender for our company’s hazardous waste disposal services project and hereby invites qualified bidders to submit sealed bids.
I. Tender Content
Disposal services for certain wastes falling under Categories HW08, HW12, and HW49. The specific quotation range, procurement scope, and detailed requirements to be met shall be governed by the corresponding technical provisions in the tender documents, and must fully comply with all requirements necessary for the complete fulfillment of the substantive objectives of this tender and procurement. If bidders have any uncertainties or ambiguities in their understanding, they must raise such issues in accordance with the pre-bid clarification procedures stipulated in the tender documents; otherwise, any adverse consequences that may arise shall be borne solely by the bidder.
2. Registration deadline: 5:00 PM on April 25, 2025
3. Registration Method: Effective immediately, registering entities may submit the organizational qualifications required under Clause 3 to the email address liupj@weichai.com, clearly indicating the specific name of the tender project they wish to participate in, the full legal name of the registering entity, the contact person, and the contact telephone number. Telephone registrations will not be accepted.
II. Qualified Bidders Must Meet the Following Conditions
1. Complies with the provisions of Article 26 of the Bidding and Tendering Law of the People’s Republic of China;
2. The bidder shall conduct an environmental impact assessment in accordance with the law, complete the environmental protection acceptance inspection, hold a “Hazardous Waste Operation Permit” issued by the competent ecological and environmental authority of the government (valid for five years or more), and ensure that the categories of hazardous waste or hazardous waste codes covered by the operating permit meet the tenderer’s requirements.
3. Bidders shall have at least five consecutive years of stable production and operation, possess vehicles compliant with national emission standards of China V or higher for the transportation of hazardous waste, and employ qualified personnel. They shall also provide dedicated storage containers specifically designed for the storage of hazardous wastes such as oil-containing sludge, paint sludge, and oil-contaminated filter cloth, which are intended for reuse in a closed-loop system.
4. The enterprise is in sound operating condition and does not face insolvency.
5. Possess strong financial resources, sound banking creditworthiness, and a solid business reputation; be free from any orders to suspend operations, asset seizure or freezing, or bankruptcy; and demonstrate a reputable standing and high level of integrity within the industry, along with robust overall capabilities.
6. The bidder must not have, in the past three years, breached any contracted project, been expelled from a contract, or had a contract terminated for reasons attributable to the bidder; nor must the bidder have been subject to environmental protection-related notifications or penalties issued by the competent authorities or other relevant departments during the same period.
7. Bidders must not have engaged in any corruption or fraudulent activities as defined by the relevant Chinese state authorities; furthermore, during the past three years, they must not have violated any disciplinary or confidentiality provisions stipulated by applicable laws and regulations in connection with bidding or contract performance.
III. Methods for Obtaining Tender Documents
Within 2–3 business days after the registration deadline, the tendering committee will review the qualifications of all registered entities and, upon determining the final list of eligible bidders, will issue the tender documents.
Applying organizations must submit the following materials:
1. Business license;
2. Certificate of non-agency bidding and non-branch office bidding;
3. Power of Attorney (must include photocopies of the legal representative’s and the authorized person’s identification cards, as well as their signatures);
4. Credit certification documents: bank account opening license or the People’s Bank of China credit code certificate;
5. List of shareholders, directors, supervisors, and senior management personnel, together with the equity structure;
6. For the enterprise’s tax credit rating, a screenshot of the tax authority’s website (with the official company seal affixed) may be provided.
7. Tax compliance certificate for the enterprise for the past six months;
8. Statement of Outstanding External Guarantees (Please indicate whether your company has any external guarantee or pledge activities, and affix the official company seal);
9. Bid Commitment Letter;
10. Audit reports for the past three years, or financial statements (balance sheet, cash flow statement, and income statement) for the past three years and the most recent quarter (with official seal affixed);
11. Letter of Commitment to Integrity, Honesty, and Self-Discipline in Economic Cooperation;
12. Scanned copies of service cases from the past three years;
13. Environmental impact assessment report, approval documents, and acceptance inspection materials;
14. License for the Operation of Hazardous Waste;
15. Certification of vehicles and personnel qualified to transport hazardous waste;
16. Certificate of Environmental Pollution Liability Insurance Coverage;
17. Operational records for hazardous waste disposal facilities in 2024 and 2025;
18. ISO 9001 Quality Management System Certification, ISO 14001 Environmental Management System Certification, and ISO 45001 Occupational Health and Safety Management System Certification;
19. All of the above application materials must be clear and bear the official seal on every page. If any document cannot be provided, a written explanation of the reason, duly stamped, must be submitted.
20. Arrange the application materials in the order specified above, create a table of contents, and submit the electronic version of the application package to the registration email address: liupj@weichai.com.
IV. Bid Opening Location and Time
Proposed bid opening date: May 7, 2025 (tentative); please refer to the tender documents for details.

Tender documents delivered after the tender submission deadline will be rejected, as will any documents submitted within the prescribed time that do not comply with the relevant requirements. At the opening of tenders, the legal representative of the tenderer or an authorized representative designated by the tenderer shall attend the opening ceremony. (The specific time, venue, and procedure for the opening of tenders shall be governed by the contents of the tender documents.)
If fewer than three bidders submit proposals after the registration deadline, the tender will be declared void. Our company reserves the right to select the most qualified bidders based on their qualifications and shall provide no explanation for any bidders who do not pass the screening.
