  Entrusted by the Central Political Bureau, I will explain the relevant situation regarding the draft of the "Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese-style Modernization" to the plenary session.

  I. Considerations on Determining the Agenda of the Plenary Session

  Planning and deploying reforms around the party's central task is a successful experience of the party leading reform and opening up. Based on practical experience and current needs, the Central Political Bureau decided that the 20th Central Committee's Third Plenary Session would study the issues of further comprehensively deepening reform and promoting Chinese-style modernization, with the following main considerations.

  First, this is an urgent need to unite people's hearts and gather strength to achieve the party's central task in the new era and new journey. Practice has fully proven that in the new period of reform, opening up, and socialist modernization, our country has made great strides in catching up with the times, relying on reform and opening up. Since the 18th National Congress of the Communist Party, the party and the country's undertakings have achieved historic achievements and undergone historic changes, also relying on reform and opening up. In the new era and new journey, to create a new situation in the construction of Chinese-style modernization, we still need to rely on reform and opening up. The 20th National Congress established the central task of comprehensively building a modern socialist country and achieving the second centenary goal, elaborating on the characteristics, essential requirements, and major principles of Chinese-style modernization, and making strategic deployments for promoting Chinese-style modernization. The key to implementing these strategic deployments and turning the blueprint for Chinese-style modernization into reality lies in further comprehensively deepening reform and continuously improving various systems and mechanisms to provide institutional guarantees for promoting Chinese-style modernization.

  Second, this is an urgent need to improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capacity. Since the 18th National Congress, we have highlighted institutional construction as the main line, improving various systems through comprehensive deepening reform, promoting the socialist system with Chinese characteristics to become more mature and well-defined, and significantly improving the level of modernization of the national governance system and governance capacity, providing strong institutional guarantees for building a moderately prosperous society in all respects. At the same time, we must be clear that improving the socialist system with Chinese characteristics is a dynamic process that will inevitably develop continuously with the development of practice. Existing systems need to be continuously improved, and new fields and new practices require institutional innovation to fill institutional gaps. In the face of new situations and tasks, we must further comprehensively deepen reform, continue to improve various systems and mechanisms, solidify the foundation, enhance advantages, address shortcomings, and strengthen weaknesses, continuously transforming our institutional advantages into national governance effectiveness.

  Third, this is an urgent need to promote high-quality development and better adapt to the changes in the main social contradictions in our country. Currently, the prominent issues facing the promotion of high-quality development are still unbalanced and insufficient development. For example, the market system is still not sound, market development is not yet sufficient, the relationship between the government and the market has not been completely clarified, innovation capabilities do not meet the requirements for high-quality development, the industrial system is overall large but not strong, comprehensive but not refined, and the situation of being constrained by key core technologies has not fundamentally changed. The agricultural foundation is still not solid, and there are still significant gaps in urban-rural regional development and income distribution, as well as shortcomings in people's livelihood security and ecological environment protection, etc. In summary, these issues reflect the changes in the main social contradictions and are problems in development, which must be further comprehensively deepened through reform to promote solutions from the system and mechanism.

  Fourth, this is an urgent need to respond to major risks and challenges and promote the stable and far-reaching development of the party and the country. Promoting Chinese-style modernization is a brand new undertaking, and various contradictions and risks will inevitably be encountered on the way forward. Especially in the current world, unprecedented changes are accelerating, with frequent local conflicts and turmoil, exacerbated global issues, and escalating external suppression and containment. Our country's development has entered a period where strategic opportunities coexist with risks and challenges, and the number of uncertain and unpredictable factors is increasing. Various "black swan" and "gray rhino" events may occur at any time. Effectively responding to these risks and challenges and winning strategic initiative in increasingly fierce international competition requires us to further comprehensively deepen reform, using improved systems to prevent and resolve risks, effectively respond to challenges, and create new opportunities in crises and open new situations in changes.

  II. About the Drafting Process of the Decision Draft

  In November 2023, the Central Political Bureau decided to establish a drafting group for the documents of the 20th Central Committee's Third Plenary Session, with me as the group leader, and comrades Wang Huning, Cai Qi, and Ding Xuexiang as deputy leaders, undertaking the drafting work under the leadership of the Standing Committee of the Central Political Bureau. On December 8, the drafting group held its first plenary meeting, officially launching the drafting work. Over the course of more than seven months, the drafting group conducted in-depth research, widely solicited opinions, carried out special demonstrations, and repeatedly discussed and revised.

  In the process of drafting the decision, we focused on the following points: First, summarize and apply the valuable experience of reform and opening up, especially the comprehensive deepening of reform in the new era, determine the principles to follow, and maintain the correct political direction. Second, closely revolve around promoting Chinese-style modernization and implementing the strategic deployments of the 20th National Congress to plan further comprehensive deepening of reform, adhering to a problem-oriented approach. Third, focus on key points, highlight institutional and mechanism reforms, emphasize strategic and overall major reforms, and highlight the leading role of economic system reform. Fourth, adhere to the principle of putting people first, planning and promoting reform from the overall, fundamental, and long-term interests of the people. Fifth, strengthen system integration, enhance overall planning and systematic layout of reforms, ensuring that various reforms are coordinated and efficient.

  The drafting of this plenary session's document incorporated the principles of promoting democracy and gathering wisdom throughout the process. On November 27, 2023, the Central Committee issued a notice soliciting opinions on the agenda of the 20th Central Committee's Third Plenary Session from various regions, departments, and sectors, as well as from some cadres and the public. Everyone unanimously agreed that the Central Committee's decision to focus on further comprehensively deepening reform and promoting Chinese-style modernization at the 20th Central Committee's Third Plenary Session demonstrates a strong determination and a strong sense of mission to carry out reform to the end. It is a reaffirmation of what flag to raise and what path to take in the new era and new journey, and it has significant and far-reaching implications for comprehensively promoting the construction of a strong country and the great rejuvenation of the nation through Chinese-style modernization. Various regions, departments, and sectors provided many valuable suggestions on the document's theme, framework, and important measures, which provided important references for the drafting of the decision.

  On May 7, 2024, the decision draft was circulated within a certain range of the party for soliciting opinions, seeking the opinions of veteran party members, and specifically listening to the opinions of leaders from various democratic parties, the All-China Federation of Industry and Commerce, and representatives of non-party figures, as well as opinions from relevant enterprises and experts. From the feedback, everyone unanimously agreed that the decision draft closely revolves around the theme of promoting Chinese-style modernization, outlines strategic measures for further comprehensively deepening reform, adheres to the correct political direction, focuses on major systemic and mechanism issues that need to be addressed in promoting Chinese-style modernization, has a clear theme, highlights key points, and presents practical and feasible measures. It is a total mobilization and overall deployment for advancing comprehensive deepening reform in breadth and depth in the new era and new journey, fully reflecting the historical initiative to improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capacity, which will undoubtedly provide strong momentum and institutional guarantees for Chinese-style modernization. At the same time, various sectors proposed 1,911 modification opinions and suggestions. The drafting group carefully studied these opinions and suggestions, absorbing as many as possible, and made 221 modifications.

  During the drafting process, the Standing Committee of the Central Political Bureau held three meetings, and the Central Political Bureau held two meetings for deliberation and modification, forming the decision draft submitted for review at this plenary session.

  III. About the Basic Framework and Main Content of the Decision Draft

  The decision draft, excluding the introduction and conclusion, consists of 15 parts, divided into three major sections. The first part is the general section, mainly explaining the significant meaning and overall requirements of further comprehensively deepening reform and promoting Chinese-style modernization. The second to the fourteenth parts form the second section, mainly deploying reforms from aspects such as economy, politics, culture, society, ecological civilization, national security, and defense and military. The fifteenth part is the third section, mainly discussing strengthening the party's leadership over reform, deepening the reform of the party's construction system, and the construction of a clean and honest government and the fight against corruption. The content is organized throughout, listing 60 items.

  The draft decision anchors the goal of basically achieving socialist modernization by 2035, focusing on major reform measures for the next five years, with the following characteristics in content arrangement.

  First, emphasize the role of economic system reform as a driving force. Deepening economic system reform remains a key focus for further comprehensive reform, with the main task of improving the system and mechanism conducive to promoting high-quality development, shaping new momentum and advantages for development, adhering to and implementing the "two unwavering principles," building a unified national market, and improving the basic system of the market economy.

  The draft decision focuses on addressing the core issue of the relationship between government and market, placing the construction of a high-level socialist market economic system in a prominent position, and making deployments in key areas and critical links of economic system reform. It aims to enhance the core functions of state-owned enterprises and improve core competitiveness, proposing to strengthen strategic coordination among relevant management departments, promote the optimization of the layout and structural adjustment of the state-owned economy, and strengthen and expand state-owned capital and enterprises; focusing on promoting the development of the non-public economy, it proposes to formulate a law to promote the private economy, strengthen the enforcement and judicial protection of property rights, and prevent and correct the use of administrative and criminal means to intervene in economic disputes. It proposes to strengthen the rigid constraints of fair competition review, clean up and abolish various regulations and practices that hinder the national unified market and fair competition, improve the system and rules of the factor market, and so on. These measures will better stimulate the endogenous motivation and innovative vitality of the whole society.

  The draft decision makes deployments to improve the system and mechanism for promoting high-quality economic development and facilitating the development of new productive forces. It proposes to strengthen the supply of systems in new fields and new tracks, establish a growth mechanism for future industry investment, enhance traditional industry optimization and upgrading with national standards, and promote the aggregation of various advanced production factors towards the development of new productive forces.

  The draft decision makes deployments to improve the macroeconomic governance system. It proposes to improve the national strategic planning system and policy coordination mechanism; coordinate the advancement of fiscal and tax system reform, increase local autonomous financial resources, expand local tax sources, reasonably expand the scope of support for local government special bonds, appropriately strengthen central authority, and increase the proportion of central fiscal expenditure; improve the positioning and governance of financial institutions, enhance the functions of capital markets that coordinate investment and financing, and improve the financial regulatory system.

  The draft decision makes deployments to improve the system and mechanism for urban-rural integrated development. It proposes to improve the system and mechanism for promoting new urbanization; consolidate and improve the basic operating system of rural areas; improve the support system for agriculture, rural areas, and farmers; deepen land system reform.

  The draft decision makes deployments to improve the system and mechanism for high-level opening up. It proposes to steadily expand institutional opening; deepen foreign trade system reform; deepen the reform of foreign investment and outbound investment management systems; optimize the layout of regional opening; and improve the mechanism for promoting high-quality joint construction of the "Belt and Road".

  Second, focus on building a system and mechanism that supports comprehensive innovation. The draft decision coordinates the promotion of integrated reforms in education, science and technology, and talent systems, emphasizing the deepening of comprehensive education reform, deepening science and technology system reform, and deepening talent development system and mechanism reform, to enhance the overall effectiveness of the national innovation system.

  In terms of education system reform, it proposes to classify and promote higher education reform, establish a discipline setting adjustment mechanism and talent training model driven by scientific and technological development and national strategic needs, and layout urgently needed disciplines and majors; improve the mechanism for scientific and technological innovation in higher education institutions and enhance the effectiveness of achievement transformation.

  In terms of science and technology system reform, it proposes to strengthen the construction of national strategic scientific and technological forces, optimize the positioning and layout of national research institutions, high-level research universities, and leading technology enterprises, improve scientific and technological program management, and strengthen the forward-looking and leading layout in basic research, interdisciplinary frontier fields, and key areas; strengthen the main position of enterprises in scientific and technological innovation, establish a mechanism to cultivate and grow leading technology enterprises; allow research-oriented public institutions to implement a more flexible management system than general public institutions, and explore the implementation of enterprise management; deepen the reform of the empowerment of scientific and technological achievements.

  In terms of talent development system and mechanism reform, it proposes to accelerate the construction of national strategic talent forces and improve the quality of various talents; improve the discovery, selection, and training mechanism for young innovative talents, better guarantee the treatment of young scientific and technological personnel; strengthen the talent incentive mechanism, adhere to the principle of authorizing the employing entities and loosening restrictions on talents; improve the support and guarantee mechanism for introducing overseas talents.

  Third, focus on comprehensive reform. The draft decision plans to further comprehensively deepen reforms under the overall layout of "five in one" and the coordinated promotion of the "four comprehensives" strategic layout framework, coordinating the deployment of economic system reform and reforms in other fields.

  In terms of reform in the fields of democracy and rule of law, it makes deployments to improve the system of whole-process people's democracy and the socialist rule of law system with Chinese characteristics. It proposes to strengthen the construction of the system for the people to be the masters of the country; improve the mechanism of consultative democracy; improve the grassroots democratic system; and enhance the overall pattern of united front work. It proposes to strengthen legislation in key areas, emerging fields, and foreign-related fields; improve the respective responsibilities of supervisory, public security, procuratorial, judicial, and judicial administrative organs, and establish a system and mechanism for mutual cooperation and checks among supervisory power, investigation power, procuratorial power, judicial power, and enforcement power; improve the mechanism for promoting the construction of a rule of law society.

  In terms of cultural system reform, focusing on promoting the modernization of material and spiritual civilization in coordination, it proposes to promote the normalization and institutionalization of ideal and belief education, improve the mechanisms for cultivating civilization, practicing civilization, and creating civilization; optimize the cultural service and cultural product supply mechanisms, and establish mechanisms for high-quality cultural resources to reach the grassroots; improve the comprehensive governance system of the internet; promote the reconstruction of the international communication pattern and build a more effective international communication system.

  In terms of improving the system for guaranteeing and improving people's livelihoods, it proposes to improve the income distribution system and standardize the income distribution order; optimize the policy environment for promoting entrepreneurship and employment, support and regulate the development of new employment forms; improve the social security system for flexible employees, migrant workers, and new employment form personnel, and completely eliminate the household registration restrictions on insurance in the place of employment; propose to accelerate the construction of a new model for real estate development, fully empower local governments with the autonomy to regulate the real estate market; propose to deepen the reform of the medical and health system, implement a health-first development strategy; propose to improve the population development support and service system, improve the fertility support policy system and incentive mechanism, improve the policies and mechanisms for developing the elderly care cause and industry, and steadily and orderly promote the gradual delay of the statutory retirement age reform according to the principles of voluntariness and flexibility.

  In terms of ecological civilization system reform, it proposes to improve the basic system of ecological civilization, enhance the ecological environment governance system, and improve the green and low-carbon development mechanism; propose to implement a differentiated, precise management system for ecological environment management by region, improve the horizontal ecological protection compensation mechanism, implement fiscal, tax, financial, investment, price policies and standards that support green and low-carbon development, and accelerate the planning and construction of a new energy system.

  Fourth, focus on coordinating development and security. National security is an important foundation for the stable and far-reaching progress of Chinese-style modernization. The draft decision places the maintenance of national security in a more prominent position, proposing to promote the modernization of the national security system and capabilities, build a coordinated and efficient national security protection system, and promote the empowerment of national security through technology; improve the guarantee system for handling major sudden public events; establish a safety supervision system for artificial intelligence; explore the establishment of a unified national population management system; improve the overall prevention and control system for social security, and severely punish illegal activities that are strongly reflected by the public according to the law. It proposes to establish and improve the coordination mechanism for surrounding security work; improve the mechanisms for counter-sanctions, counter-interference, and counter "long-arm jurisdiction"; improve the trade risk prevention and control mechanism, improve the foreign-related legal and regulatory system and the law enforcement and judicial implementation system, and deepen international cooperation in law enforcement and justice. Focusing on the continuous deepening of national defense and military reform, it proposes to improve the leadership and management system of the people's army, deepen the reform of the joint combat system, and deepen the reform across military and local areas.

  Fifth, focus on strengthening the Party's leadership over reform. The Party's leadership is the fundamental guarantee for further comprehensively deepening reform and promoting Chinese-style modernization. The draft decision proposes to improve the implementation mechanism for major decision-making and deployment by the Central Committee; deepen the reform of the cadre personnel system, clearly establish the correct orientation for selecting and employing people, vigorously select cadres who are politically strong, dare to take responsibility, are keen on reform, have outstanding achievements, and are honest and clean, and focus on solving the problems of cadres acting recklessly, not acting, being afraid to act, and not being good at acting; establish and practice the correct view of political achievements, implement the "three distinctions," and encourage cadres to be enterprising and entrepreneurial; enhance the political function and organizational function of the Party organization; improve the system and mechanism to prevent and combat formalism and bureaucratism, establish a mechanism to investigate and manage both unhealthy practices and corruption issues together, and enrich effective methods to prevent and combat new types of corruption and hidden corruption.

  I hope comrades deeply understand the spirit of the Central Committee, closely discuss around the theme of the plenary session, and propose constructive amendments and suggestions to jointly ensure the success of this plenary session and the revision of the draft decision.
