　　In order to deeply study, promote, and implement the spirit of the 20th National Congress of the Communist Party, unify the thoughts of the entire Party and the people of all ethnic groups in the country around the spirit of the 20th National Congress, and gather strength to accomplish the tasks determined by the 20th National Congress, the following decision is made.

　　1. Fully recognize the significant importance of studying, promoting, and implementing the spirit of the 20th National Congress.

　　The 20th National Congress of the Communist Party of China was held in Beijing from October 16 to 22. This was a very important congress convened at a critical moment when the entire Party and the people of all ethnic groups in the country are embarking on a new journey of comprehensively building a modern socialist country and marching towards the second centenary goal. It was a congress that raised the banner, gathered strength, and united to advance. The congress upheld the great banner of socialism with Chinese characteristics, adhered to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of the "Three Represents," and the Scientific Outlook on Development, comprehensively implemented Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, analyzed the international and domestic situation, proposed the theme of the 20th National Congress, reviewed and summarized the work of the past five years and the great changes of the past ten years in the new era, and elaborated on major issues such as opening up new horizons for the sinicization and modernization of Marxism, the characteristics and essential requirements of Chinese-style modernization, and made strategic plans for comprehensively building a modern socialist country and advancing the great rejuvenation of the Chinese nation. The congress approved the report "Upholding the Great Banner of Socialism with Chinese Characteristics and Uniting to Build a Modern Socialist Country" made by Comrade Xi Jinping on behalf of the 19th Central Committee, approved the work report of the 19th Central Commission for Discipline Inspection, reviewed and passed the "Amendment to the Constitution of the Communist Party of China," and elected a new Central Committee and Central Commission for Discipline Inspection.

　　Comrade Xi Jinping's report profoundly expounded a series of major theoretical and practical issues regarding adhering to and developing socialism with Chinese characteristics in the new era, outlined a grand blueprint for comprehensively building a modern socialist country and advancing the great rejuvenation of the Chinese nation, pointed out the direction for the development of the Party and the country in the new era and new journey, and established an action guide to achieve the second centenary goal. It is a crystallization of the wisdom of the Party and the people, a political declaration and action program for the Party to unite and lead the people of all ethnic groups in the country to achieve new victories in socialism with Chinese characteristics, and a programmatic document of Marxism. The "Amendment to the Constitution of the Communist Party of China" reflects the achievements of the Party's theoretical innovation, practical innovation, and institutional innovation since the 19th National Congress, and embodies the important thoughts, important viewpoints, major strategies, and major measures determined in the report of the 20th National Congress, putting forward clear requirements for adhering to and strengthening the Party's overall leadership, unswervingly advancing comprehensive and strict governance of the Party, adhering to and improving Party building, and promoting the Party's self-revolution.

Promoting the great spirit of Party building is a solemn declaration that the entire Party must adhere to the great spirit of Party building, maintain the close ties between the Party and the people, uphold the political character of humility, caution, hard work, and the will to fight and win, ensuring that the Party always becomes the strong leadership core of the cause of socialism with Chinese characteristics. This is a historic victory won by the Communist Party of China and the Chinese people through unity and struggle, a historic victory that shines in the annals of the development of the Chinese nation, and a historic victory with far-reaching implications for the world. Over the past ten years, we have comprehensively implemented the Party's basic theory, basic line, and basic strategy, adopted a series of strategic measures, promoted a series of transformative practices, achieved a series of breakthrough progress, and obtained a series of landmark results, withstanding the tests of risks and challenges from politics, economy, ideology, and nature, achieving historic achievements and changes in the Party and the country's cause, and pushing our country onto a new journey of comprehensively building a modern socialist country. The great changes of the past ten years in the new era are of milestone significance in the history of the Party, the history of New China, the history of reform and opening up, the history of socialist development, and the history of the development of the Chinese nation.

Only by combining the basic principles of Marxism with China's specific realities and with the excellent traditional culture of China, and by adhering to and applying dialectical materialism and historical materialism, can we correctly answer the major questions posed by the times and practice, and can we always maintain the vigorous vitality and strong vitality of Marxism. We must enhance our awareness of potential dangers, adhere to bottom-line thinking, be prepared for crises in times of peace, and prepare to withstand significant tests of high winds and waves, even turbulent storms. On the road ahead, we must uphold and strengthen the Party's overall leadership, adhere to the path of socialism with Chinese characteristics, adhere to the people-centered development philosophy, deepen reform and opening up, and promote the spirit of struggle, avoiding both the closed and rigid old path and the evil path of changing flags and banners. Chinese-style modernization is socialist modernization led by the Communist Party of China, which has common characteristics with the modernization of other countries, but also has its own characteristics based on its national conditions. This summary is the Party's profound summary of the historical experience of modernization construction in our country and other countries in the world, and it is the crystallization of thought and theory formed by continuously deepening understanding, maturing strategies, and enriching practices on how a large Eastern country like ours can accelerate modernization. We must deeply understand and systematically grasp this, especially implementing these essential requirements in all our work.

　　6. Deeply understand the major deployments in socialist economic construction, political construction, cultural construction, social construction, and ecological civilization construction. In economic construction, we must fully, accurately, and comprehensively implement the new development concept, accelerate the construction of a new development pattern, focus on promoting high-quality development, build a high-level socialist market economic system, establish a modern industrial system, comprehensively promote rural revitalization, promote coordinated regional development, advance high-level opening up, and push for effective qualitative improvement and reasonable quantitative growth of the economy. In political construction, we must develop whole-process people's democracy, strengthen the institutional guarantee for the people to be the masters of the country, comprehensively develop consultative democracy, actively develop grassroots democracy, and consolidate and develop the broadest patriotic united front. In cultural construction, we must promote cultural self-confidence and self-reliance, build a strong socialist cultural country, establish a socialist ideology with strong cohesion and leadership, widely practice socialist core values, improve the civilization level of the whole society, prosper and develop cultural undertakings and industries, enhance the influence of Chinese civilization, and create new brilliance in socialist culture. Since the 18th National Congress of the Party, through strict governance of the Party, we have solved many prominent problems within the Party, but the tests of governance, reform and opening up, market economy, and external environment that the Party faces will exist for a long time. The whole Party must remember that strict governance of the Party is always on the way, and the Party's self-revolution is always on the way. We must never have the mentality of easing up, resting, or fatigue and war-weariness. We must resolutely win the tough and protracted battle against corruption, comprehensively promote the Party's self-purification, self-improvement, self-revolution, and self-enhancement, so that our Party remains true to its original mission and always becomes the strong leadership core of the cause of socialism with Chinese characteristics.

　　3. Seriously carry out the study and publicity of the spirit of the 20th National Congress of the Party.

　　Studying and publicizing the spirit of the 20th National Congress of the Party should be both comprehensive and systematic, while also highlighting key points and grasping the essentials. The focus should be on the fact that General Secretary Xi Jinping is the core of the Party Central Committee and the core of the whole Party, and that Xi Jinping's thought on socialism with Chinese characteristics for a new era is the guiding ideology that the Party must adhere to for a long time; focus on the major achievements since the 19th National Congress of the Party and the great changes in the past decade; focus on grasping the worldview and methodology of the latest achievements in the sinicization and modernization of Marxism, and on adhering to and applying the positions, viewpoints, and methods that run through it; focus on the theoretical and practical innovations and breakthroughs of Chinese-style modernization; focus on implementing the major decisions and deployments made by the 20th National Congress of the Party; focus on the new central leadership collective with Comrade Xi Jinping at its core, which is deeply supported and trusted by the whole Party and the people of all ethnic groups across the country; and focus on General Secretary Xi Jinping as the Party's leader who is supported by the whole Party and loved by the people, and is undoubtedly the rightful leader of the Party.

　　1. Effectively carry out learning and training. Closely combine with the thematic education that the Party Central Committee will soon carry out throughout the Party, conduct multi-form, hierarchical, and comprehensive training for all Party members, and organize the majority of Party members and cadres to earnestly study the spirit of the 20th National Congress of the Party. The Party Central Committee will hold a seminar for new members and alternate members of the Central Committee to study and implement the spirit of the 20th National Congress of the Party.
