I. Bidding Costs
Bidders shall bear all costs involved in preparing and submitting the bidding documents, regardless of the outcome. The bidding party has no obligation or responsibility to bear these costs under any circumstances.
II. Bidders' Requirements
1. Bidders must be lawfully established law firms within the People's Republic of China and have a permanent establishment in Changzhou.
2. No penalties for illegal, irregular, or disciplinary actions in the past three years.
3. Not listed as a dishonest person subject to enforcement, major tax violation case parties, or serious dishonesty in government procurement on the "Credit China" website (www.creditchina.gov.cn).
III. Bidding Content
The services included in this bidding include: legal consultation, drafting, reviewing legal documents, legal training seminars, providing legal opinions, representing in litigation mediation or arbitration activities, assigning a lawyer to work on-site at the purchaser's location for at least two and a half days a week, and other legal matters.
IV. Bidding Materials

The above materials must be stamped with the official seal of the bidding unit.
V. Submission Requirements for Bidding Documents
Number of copies required: two copies.
Special Reminder: The bidding price this time is the final quotation. All quoted content must be printed electronically, handwritten or altered is not allowed, and all pages must be stamped with a red seal! A seal must be affixed across the seam.
VI. Opening, Evaluation, and Determination of Bids
(1) The bidding unit organizes the opening and evaluation without notifying the bidders;
(2) The evaluation work follows the principles of fairness, impartiality, scientific evaluation, and selecting the lowest price.
(3) Opening method: on-site unsealing, on-site evaluation, on-site determination.
(4) Within the validity period of the bidding documents, the bidding party will notify the winning bidder via the designated email cbzc@cbboat.com in the form of an email that their bidding document has been accepted and issue a winning notice. The contract agreement should be signed within ten days after the bidder is notified of winning. Otherwise, the bidding party has the right to invalidate the issued winning notice and select another winning unit.
