Part Two: Bidders' Instructions
I. Bidding Costs
Bidders shall bear all costs involved in preparing and submitting the bidding documents, regardless of the outcome, and the bidder is under no obligation or responsibility to bear these costs under any circumstances.
II. Bidders' Requirements
1. Bidders must be independent legal entities registered within mainland China.
2. Bidders must have the relevant qualifications to provide HR dispatch services.
3. Must have the ability to independently assume civil liability.
4. Must have good business reputation and sound financial accounting system.
5. Must have the professional technical ability necessary to perform the contract.
6. Joint ventures are not accepted to participate in the bidding.
7. Bidders should have the capacity for sufficient HR dispatch.
8. No major legal violations in business activities in the past three years before participating in this procurement activity.
III. Bidding Documents
1. The content of the bidding project can be found in the "Labor Dispatch Service Requirements and Assessment Details".
2. The bidding documents include:

3. Submission Requirements for Bidding Documents
Number of Copies Required: One.
Sealing Requirements: Bidding documents must be sent in a password-protected compressed package to the designated bidding email.
Special Reminder: The Price for this bidding is the final quotation. All content of the quotation must be printed electronically, handwritten content is not allowed, and no alterations are permitted. All pages must be stamped with a red seal! A seal must be affixed across the seam.
4. Opening, Evaluation, and Determination of Bids
(1) The bidding unit organizes the opening and evaluation without notifying the bidders.
(2) The evaluation work follows the principles of fairness, justice, science, and low-price selection.
(3) The evaluation is strictly conducted according to the requirements and conditions of the bidding documents.
(4) Opening Method: Contact the bidder by phone on-site to inquire about the electronic compressed package Password, download the electronic compressed package on-site, and review the bidding materials after decrypting.
(5) The service methods for labor dispatch companies in this bidding are divided into transfer dispatch and full-process dispatch. Specific requirements can be found in Attachment 1. Ultimately, two bidding units can be selected based on the quotation to separately sign contracts for transfer dispatch and full-process dispatch services, or only one bidding unit can be selected to be responsible for both service needs.
(6) Within the validity period of the bidding documents, the bidder will use the designated email cbzc@cbboat.com to notify the winning bidder by email that their bidding documents have been accepted and issue a winning notice. The contract agreement should be signed within ten days after the bidder is notified of winning. Otherwise, the bidder has the right to invalidate the issued winning notice and select another winning unit.

Labor Dispatch Service Requirements and Assessment Details
Companies participating in the bidding must meet the following two labor dispatch requirements of Changzhou FRP Shipyard Co., Ltd. and quote separately for the two dispatch methods:
I. Transfer Dispatch
Changzhou FRP Shipbuilding Factory Co., Ltd. currently has demand for transferred dispatched personnel. For the above-mentioned dispatched personnel, the winning bidder must handle the employment and termination procedures, salary payment, various social insurance, housing provident fund, withholding and paying personal income tax, welfare distribution, file transfer, household registration confirmation, and other agreed-upon work for the dispatched employees. Our company pays a certain service fee based on the number of dispatched employees and management time.
The transfer dispatch quotation must clearly specify the management service fees or rates for this dispatch method.
II. Full Dispatch
1. In order to meet the production task requirements of the company, Changzhou FRP Shipbuilding Factory Co., Ltd. proposes recruitment requirements. The winning bidder is responsible for implementing recruitment and dispatching workers to our company. The winning bidder is responsible for handling the employment and termination procedures, salary payment, various social insurance, housing provident fund, withholding and paying personal income tax, welfare distribution, file transfer, household registration confirmation, and other agreed-upon work for the dispatched employees. Our company pays the labor personnel fees according to the agreed hourly rate and does not pay any other fees (including accommodation, meals, and commuting).
2. The full dispatch quotation must separately quote the salary for the following job categories: FRP hull lamination workers, welders, assemblers, carpenters, fitters, machinists, and electricians. Other unlisted job categories can be negotiated separately based on actual labor needs. The quotation is based on hourly rates, and the price standard includes employee salaries, social welfare, five insurances and one fund, overtime pay, and management fees of the labor service company.
3. The age of recruited personnel must be between 20 and 55 years; professional technical personnel must have relevant qualifications and hold certificates.
4. For the above-mentioned listed job salaries, the contract price will be executed during the contract validity period. If there is a deviation in salary due to market reasons, adjustments can be negotiated based on actual conditions.
III. General Requirements for Dispatch Companies:
1. Office space setup and office equipment requirements:
If there are specific requirements for office space and office equipment, the bidding unit can provide office space and office equipment for the winning bidder, and the costs incurred will be provided by the bidding unit.
2. Work schedule:
Determined according to Party A's needs, the principle is that the daily working hours are 8 hours, with punctual attendance. If there are overtime tasks, overtime must be performed, and overtime pay will be calculated based on the hourly wage standard.
3. Requirements for the operation of the dispatch company
(1) The dispatch company is responsible for personnel recruitment work, providing services to the bidding unit by recruiting personnel from society.
After meeting the bidding unit's management requirements in terms of number and basic personnel information, the bidding unit will conduct a re-examination and confirm that the requirements are met before starting work. Specific situations will be clarified when both parties sign the contract.
(2) The hired personnel will sign a labor employment contract with the dispatch company, and the dispatch company is responsible for salary payment. The dispatch company must handle the relevant social insurance for the employed personnel according to relevant regulations. The bidding unit will not sign labor contracts with the employed personnel and will not be responsible for issues related to social insurance, medical care, salary, labor risks, etc.
(3) Training for labor personnel before starting work
It is required to implement pre-job training for labor personnel before they officially start work, mainly covering training on various rules and regulations, basic professional skills, and qualities.
(4) Daily management of labor personnel
Labor personnel will be managed and led by both the bidding unit and the dispatch company. The bidding unit is responsible for managing the service skills and service quality of labor personnel, while the dispatch company is responsible for the personnel management and logistical support of labor personnel.
IV. Assessment and Management Measures for Dispatch Services
1. Assessment and evaluation objects
These measures apply to companies that sign labor service contracts with Changzhou FRP Shipbuilding Factory Co., Ltd. and the personnel dispatched to Changzhou FRP Shipbuilding Factory Co., Ltd. according to the contract.
2. Assessment and evaluation principles
(1) Monthly assessment, performance-linked principle. Monthly assessments will be conducted on the on-site management of the dispatch company, and Changzhou FRP Shipbuilding Factory Co., Ltd. will calculate the monthly scores based on the assessment details and allocate the fees for the assessment month according to the assessment scores. Excellent assessments (90-100) will not deduct fees; good assessments (80-90) and below will deduct 1%-10% of the allocated funds for that month.
(2) Regular assessments and random inspections principle. Based on the requirements of the assessment details, random inspections will be conducted on the dispatch company regarding personnel recruitment, daily management, service quality and service attitude, and service guarantee for this project, with points deducted for violations.
3. Assessment and evaluation standards
The assessment of the company's monthly work situation will adopt a hundred-point system, where employee recruitment accounts for 20 points, daily management accounts for 20 points, service quality and service attitude in business work account for 40 points, and service guarantee accounts for 20 points. The assessment process will use a point deduction system, with deduction standards according to the assessment details. All project scores will be deducted until exhausted, and negative scores will not be calculated.
4. Assessment and evaluation details
(1) Employee recruitment (20 points)
The dispatch company must strictly recruit employees according to the bidding unit's requirements. Each instance of non-compliance will deduct 0.1 points.
① The dispatch company must provide training for new dispatched personnel on ideological quality, operational skills, safety production, and various rules and regulations. No training or inadequate training will deduct 0.1 points per instance.
② The dispatch company should complete all employee information and related procedures before new employees start work, clarifying the labor relationship and relevant legal documents. Failure to complete will deduct 0.1 points per instance.
③ The dispatch company should properly handle the work injury insurance, pension insurance, medical insurance, unemployment insurance, and maternity insurance for new personnel as required by national laws and regulations. Failure to handle or incomplete handling will deduct 0.1 points per instance.
(2) Daily management (20 points)
① The dispatch company is responsible for the daily management of dispatched personnel, including attendance, labor discipline, and style construction. The bidding unit will conduct random checks on attendance, and if employees are found not on duty without attendance records, 0.1 points will be deducted per instance.
② All staff must obey the dispatch unit's scheduling commands. Non-compliance with scheduling commands will deduct 0.1 points per instance.
(3) Service quality and service attitude (40 points)
① Timeliness of Work: For tasks assigned by the leadership that are not completed within the specified time limit, 0.5 points will be deducted for each instance.
② Quantity of Work: For not meeting the specified quantity targets, 0.1 points will be deducted for each target that is below 1.
③ Discipline Indicators: If labor personnel exhibit behaviors such as "eating, taking, carding, demanding" or committing fraud, 1 point will be deducted for each verified instance.
④ Work Error Indicators: For general errors made by labor personnel, 2 points will be deducted for each instance; for major errors, 10 points will be deducted for each instance.
⑤ Complaint Indicators: If labor personnel receive a complaint, 0.2 points will be deducted for each instance; if there are three or more complaints within a month, 10 points will be deducted.
(4) Service Guarantee (20 points)
① Social Security: Handling social insurance and related commercial insurance, timely processing of work injury compensation procedures, and 0.1 points will be deducted per person for delays.
② Legal Consultation and Dispute Resolution: Providing labor personnel policies and regulations consultation for the bidding unit and dispatched personnel, handling labor disputes, responsible for labor arbitration and litigation, and ensuring labor risk prevention for the bidding unit; 0.1 points will be deducted for each instance of not providing relevant legal services.
V. Settlement Method
1. Payer: Changzhou FRP Shipbuilding Factory Co., Ltd.
2. Payment Method: Based on the actual number of recruits, attendance statistics of labor personnel, and comprehensive assessment results, labor fees for the previous month will be paid on the 20th of each month.
VI. Other Requirements

(3) Service Duration: This project is for two years, starting from the date of contract signing.
2. Commitment and Explanation: For the above project requirements, bidders should respond in the bidding documents, making commitments and explanations.

Service Promise
I. Guarantee Service Quality. The company will equip a professional project team to strictly implement the agreed systems and processes to ensure the quality of labor dispatch services.
II. Guarantee Service Standards. The company will strictly follow the HR outsourcing service convention, using standardized management processes to timely handle and resolve related matters.
III. Guarantee Employee Benefits. Timely and accurately declare relevant social insurance, promptly pay employee benefits for work injuries, medical care, maternity, etc., and pay employee salaries on time and in full (in special circumstances, the company may advance payments).
IV. Responsible for Work Injury Handling
1. For work injury accidents involving dispatched employees, our company will advance medical treatment costs.
2. Work injury handling will be carried out according to the "Work Injury Insurance Regulations" and relevant national and Changzhou regulations, with costs borne by our company.
V. Properly Handle Resignations
Your company will handle resignations according to national regulations and the relevant provisions of the dispatch agreement, and our company will be responsible for accepting and properly handling them.
VI. On the basis of providing dispatch services, the company will offer the following free or discounted services to client units:
(1) Talent Recommendation;
(2) HR Policy and Regulation Consultation;
(3) Labor Dispute Representation (non-dispatched employees);
(4) Various professional training in HR management;
(5) HR management diagnosis and consulting, etc.;
(6) Assist units in completing law enforcement rectifications.

Safety Commitment
1. The company has independent legal person qualifications, and the business scope permitted by the business license should be consistent with Party A's labor needs, legally engaging in contracted operations.
2. Comply with the safety production management system and labor discipline of the employing unit, ensuring the investment and effective use of funds required for safety production conditions that should be borne by our company.
3. If new labor personnel enter the employing unit for work, timely notify your side before their arrival, and conduct pre-job safety training before they can start work; it is strictly forbidden to employ child labor, minors, and personnel unsuitable for the relevant types of work, as well as individuals of unclear identity (such as those with criminal records).
4. For special operation personnel, they must obtain a "Special Operation Certificate" before they can work; personnel without certificates are strictly prohibited from being assigned to operate. The special operation personnel's operation certificates will be archived by the employing unit.
5. Implement the safety technical measures required by the employing unit, guide and supervise our labor personnel to correctly use labor protection supplies, and strictly follow safety technical requirements and operating procedures. It is strictly forbidden to assign sick operators to work and to work overtime continuously.
6. Third parties are not allowed to participate in contracted operations; all labor personnel are employees of our company, and we are responsible for paying their work injury insurance.
7. Seriously implement the relevant policies and regulations on safety production, strictly enforce safety production laws, regulations, and standards. Establish and improve the safety production responsibility system and safety production education and training system, formulate safety production rules and operating procedures, and urge and require the employing unit to provide safety working conditions and environments that comply with relevant regulations.
8. Inform every dispatched employee of the employing unit's safety management rules, hazardous factors in the workplace, safety precautions, relevant safety production and work precautions, accident emergency response measures, etc., and ensure implementation.
9. Urge the employing unit to provide materials and safety signs needed for safety protection. Timely identify and report safety hazards in the working environment and equipment to the employing unit.
