Changzhou FRP Shipbuilding Factory Co., Ltd. intends to bid for labor protection products , and qualified companies are welcome to participate in the bidding; bidders must carefully review the relevant notices and regulations in the inquiry bidding documents, and the prepared bidding documents must meet the relevant requirements of the bidding documents.

II. Registration Deadline and Bidding Method
1. Registration Deadline: 12:00 on August 14, 2024 - 24:00 on August 21, 2024.
2. Bidding Method: Bidders should prepare bidding materials according to the document content required by the bidding notice, and send the signed and stamped electronic version of the bidding documents in a password-protected compressed package to the email: cbzc@cbcoat.com before the registration deadline. Sending the email is considered formal participation in the bidding.

I. Bidding Costs
Bidders shall bear all costs involved in preparing and submitting the bidding documents, regardless of the outcome, and the bidder has no obligation or responsibility to bear these costs under any circumstances.
II. Bidders' Requirements
1. Bidders must be independent legal entities registered within mainland China.
2. Bidders must have the relevant qualifications to provide labor protection products for sale.
3. Must have the ability to independently bear civil liability.
4. Must have good commercial reputation and sound financial accounting system.
5. Must have the necessary professional technical capabilities to perform the contract.
6. Joint ventures are not accepted to participate in the bidding.
7. Bidders should have the ability to supply labor protection products.
8. No major illegal records in business activities in the three years prior to participating in this procurement activity.
III. Bidding Documents
1. The bidding project content is as follows: Attachment 1 "Labor Protection Products List".
2. The bidding documents include:
(1) Free After-sale Service Commitment
(2) Copy of Business License, Operating Permit, and other qualification certificates
(3) Power of Attorney from the legal representative (must include copies of the legal representative's ID and the authorized person's ID)
(4) Quotation
(5) Recent similar Achievements (provide copies of contracts)
The above materials must be stamped with the official seal of the bidding unit.
3. Submission Requirements for Bidding Documents
Number of Copies Required: One.
Sealing Requirements: Bidding documents must be sent in a password-protected compressed package to the designated bidding email.
Special Reminder: The Price for this bidding is the final quotation. All content of the quotation must be printed electronically, handwritten content is not allowed, and no alterations are permitted. All pages must be stamped with a red seal! A seal must be affixed across the seam.
4. Opening, Evaluation, and Awarding of Bids
(1) The bidding unit organizes the opening and evaluation of bids without notifying the bidders.
(2) The evaluation work follows the principles of fairness, justice, scientific approach, and selecting the lowest price.
(3) The evaluation is strictly conducted according to the requirements and conditions of the bidding documents.
(4) Opening Method: Contact the bidder by phone on-site to inquire about the electronic compressed package Password, download the electronic compressed package on-site, and review the bidding materials on-site after decrypting.
(5) Within the validity period of the bidding documents, the bidder will use the designated email cbzc@cbcoat.com to notify the winning bidder via email that their bidding documents have been accepted and issue a winning notice. The contract agreement should be signed within ten days after the bidder is notified of winning. Otherwise, the bidder has the right to invalidate the issued winning notice and select another winning unit.

1. Bidders must provide samples of items marked with * in the attached "Labor Protection Products List". The quantity of each type of sample provided is "1".
2. Bidders must provide sample packaging boxes, self-sealed, to be used for sealing after the bidding ends, and bidders are required to seal them themselves.
3. Samples provided by non-winning units can be retrieved by themselves, or accurate address information can be provided for the bidder to return them, with costs borne by the non-winning units; samples from winning units will be sealed and used as the standard for goods acceptance.

6. Main Contract Terms
1. Quality Standards: The products offered by the seller must meet the requirements of the bidder. If the bidder does not specify requirements, they must not be lower than the national standards and specifications for the product. If there are no relevant national standards and specifications, they must not be lower than industry standards and specifications.
2. Conditions and Duration of Seller's Quality Responsibility: The products offered must have a warranty of no less than one year from the date of acceptance by the bidder, and provide a warranty and after-sale service commitment.
3. Packaging Standards, Supply and Recovery of Packaging Materials: Free packaging according to product factory standards, packaging materials will not be recovered.
4. Necessary Items, Accessories, and Tools Quantity and Supply Method: The seller's products must be complete with attachments upon arrival.
5. Purchase Quantity: Subject to the notification of the bidding unit.
(The bidding unit can estimate the annual usage of various labor protection supplies based on 160 people)
6. Contract Delivery Period: After signing the formal procurement contract, subject to the notification of the bidding unit.
7. Delivery Method and Location: Changzhou Fiberglass Shipyard Co., Ltd.
8. Transportation Method, Arrival Station, and Cost Burden: The seller is responsible and bears the transportation costs and risks occurring during transportation (including material damage, loss, traffic accidents, etc.).
9. Quality Inspection and Quality Dispute Handling
9.1 Upon arrival, the buyer will accept according to relevant standards and the technical requirements of this bidding document. After acceptance, both parties will sign the material acceptance list; if the goods do not pass acceptance (including but not limited to discrepancies in brand, manufacturer, specification model, quality, etc.), the buyer has the right to refuse acceptance. The seller must handle this within 24 hours, and the seller will bear any losses incurred.
9.2 The buyer will conduct irregular spot checks on the products supplied by the seller (or entrust a third party for inspection). If the products do not meet the promised standards, the buyer has the right to return or exchange the goods or refuse to pay for the goods, and has the right to cancel the seller's supply qualification depending on the severity of the situation, with the seller bearing any resulting losses.
9.3 In case of quality disputes, the seller must respond within 24 hours of receiving the notification. Quality defects that cannot be determined by the inspection methods agreed upon in this contract or can only be determined during actual use are not subject to inspection time limits.
10. Delivery of Labor Protection Products: The supply, transportation, storage, acceptance of labor protection products, until they are accepted and delivered for use by the bidder, as well as warranty and after-sale service.
11. Settlement Method and Period:
(1) Settlement Method:
Monthly settlement, the seller will issue a 13% full-value VAT special invoice, protective product list, and related materials within 90 working days based on the quantity accepted. If there are no quality disputes, the buyer will pay the total amount.
(2) The settlement method is acceptance bill.
12. Conditions for Termination of this Contract: To be executed according to the relevant provisions of the contract law.
13. Liability for Breach of Contract: The seller must unconditionally replace new items if the promised service life is not met under normal usage conditions; for losses caused to the buyer due to quality and lifespan factors, the seller will compensate the buyer for the actual loss amount; if the seller delays delivery, they must pay the buyer a penalty of 0.3% of the delayed portion of the payment for each day of delay. If the seller causes losses to the buyer due to product quality, they must compensate for all losses.

Our company will replace defective products free of charge within the warranty period.
2. Transportation Method:

2. Within the stipulated time, transport the products to the location designated by the bidding party according to the agreement between both parties;
3. Ensure that all provided products have outer packaging, the packaging appearance is undamaged, and they are unopened;
4. After the goods arrive at the bidding party, confirm that the specifications, models, and quantities match the contract before inspection;
5. If there are any damages or product defects during the unboxing inspection at the designated location of the bidding party, our company will be responsible.
3. Delivery Time
After signing the procurement contract, our company will contact the specific person in charge of your unit to confirm the delivery time and requirements, delivering within the working days specified in the contract.
Due to natural disasters such as floods and fires, as well as irresistible factors such as delays in supplier delivery, if the products in the contract cannot be delivered in full or in part on time, our company will notify your unit in writing and by phone within three days, provide proof of exemption, and after obtaining consent, clearly propose a solution and delivery time. 4. 7. Fault Repair Time Limit
If the products provided by our company have quality issues within the warranty period, not caused by human factors or improper use, our company will replace them within 4 working days.
